Hi i have been trying to install SQL Server 2019 as download from the website, however when I mount the disc image from the folder the wizard attempts to start however it blinks and fails. I also tried to load the wizard from the downloads folder from my C: drive however it gives this error from this screenshot that I took
from my computer...
please help me out i know its not that complicated, may be something is blocking it from loading, because i switched off all my firewalls and virus protections but its still not working.

So you are trying to install evaluation, dev edition what ? And you get this error when you try to right click setup.exe and select run ? Or you are not even able to mount the ISO file ?
I was trying to install the developer edition, and when I right click and then mount I select setup then it fails. And also when I try to go to downloads folder to load and install it gives me that error in the screenshot above.

Do you have a version of SSMS older than SSMS 18.3.1 installed? If yes, you need to uninstall it and install a newer version of SSMS. And then you can try to install SQL Server 2019 (15.x) again.

I did what you said by installing the latest version of SSMS, however when I go to reinstall the latest version of SQL server it gives that same error as described above in the screenshot, I think that it is an error with PowerShell because when I try to run my windows PowerShell it will just blink and not run. Is it ok if I show you live on my system if you can have a look please?

Try to run SFC (System File Checker) tool and see if it helps. You can follow the instructions at "Use the System File Checker tool to repair missing or corrupted system files".
I don't know what is going on, but what you are trying to run is not the Setup itself, only a shell-executable which will give you an offer to start a download.
Is this your private laptop, or is this in a corporate environment? In the latter case, you may have to speak with your IT department. Maybe they need to whitelist the file.

1.Verify the Hardware and Software is suitable for SQL2019: hardware-and-software-requirements-for-installing-sql-server-ver15
2.Try to run PS as Administrator and then sfc /scannow as next;
3.Backup your files, reboot your OS and then install SQL2019 step by step as this: Install_SQLServer2019
