I have a license key for Visio 2019 I purchased through the Home Use Program.
I changed my motherboard and later discovered that Visio had become unlicensed.
I enter my key, but nothing happens. No error code, nothing.
I contacted MS support, and they verified the key, but then sent me here (grumble.)
I've already gone to office.com and put the license key in, and it said Verified, and let me download the installer.
But when I uninstall and re-install, no change.

Windows and Office are tied to your MS account. The product/license key is just to set up the initial linking. After you have used it once the key is tied to your MS account.
Log into your MS account and confirm that it shows you have a license. Then ensure that you have activated Office with the MS account associated with the license.
That does not appear to be the case. Visio does not appear in my account info under Products You've Purchased.
It worked before I swapped the motherboard in the PC. Now I get Event ID 8200.

I tried the Activate By Phone and it finally worked.
I'd just like to note that the Activate By Phone IVR needs some work. (But at least it worked.)
