Microsoft will start to restrict free subscriptions to deploy any resources, then continue with students, then with sponsored subscriptions to provide resources for those fully paying customers.
What kind of subscription are you using to deploy this VM? Is it a free or student subscription? Or a Pay-as-you-go subscription?
