If I have 3 separate subscriptions (1 hub and 2 spoke subscription) with 3 unique different Azure AD tenant, can I leverage one Azure DNS service in the hub for the 2 other spoke subscriptions when creating Azure Private Link.

In the spoke VNets you need to add the hub Vnet in virtual network links when configuring Private DNS zone .
Yes it can, and this is discussed in the Private DNS Zone FAQ Here. You can create a Virtual Network Link to link the remote VNET to the Private Zone. DNS Requests will be directed to the private link.
