Hi,
Thank you for posting in Q&A!
Please understand that we're unable to upload attachment files such as offline package on Q&A forum. It is suggested that you can install the offline package on other computers and import it.
Since version 1809, LIPs are no longer available as .cab files but only as LXPs. Users can download the .iso images containing all languages supported by Windows 10 from the Volume Licensing Service Center (VLSC) or from My Visual Studio (formerly MSDN).
Please note: With the exception of Local Experience Packs (LXPs) for LIP Languages, new supplemental media was not released with Windows 10, version 1909; the supplemental media previously released with Windows 10, version 1903 is also compatible with version 1909 media. Devices running Windows 10, versions 1903 or 1909 with the October 2019 cumulative update or later installed, must download the new "Windows 10, version 1903 Local Experience Packs (LXPs) for LIP Languages (released Oct 2019)" file for the best LIP language experience.
