Viva Insights - Email Open Rate is not Changing Even After Multiple People Open My Email

I send out a weekly email to over 100 people in my organization. I have been receiving useful Open Rate insights for this communication, but I'm concerned about the validity of this percentage. After seeing a 36% open rate, I communicated that this was low and had users agree to review the email. It has been 4 days and the open rate has not increased. Does it stop recording open rates after a certain time? Is there a way to ensure this is an accurate number?

Would it be the possible cause of this issue?
And would this issue also occur on other messages?

This issue has occurred on all my messages. Once I receive a percentage, it never seems to change. So is it possible that it is only calculating that initial open rate percentage that happens after 30 minutes?

Since it also happens on other messages, I suppose it may be due to recipients' behavior.
Did the recipients who you asked to review the email have the mail marked as read in their Exchange mailbox? -

2022-10-28T18:57:30.167+00:00 I have not been able to validate this. However, would you know if the message will be marked as "Read" if they open an attachement in the preview? The most important part of the message is the accompanying PDF.

2022-10-31T05:52:15.003+00:00 It may depend on the recipients' Outlook setting. (By default an email won't be marked as Read by opening an attachment in preview, unless double-clicking to open it or right-clicking to mark it as read)
