How to restrict user policy overlap one user to another user(when connect the session through task manager)

I have applied the disconnect user policy on the non-admin user. When non-admin users connect the admin user session (through task manager), that time non-admin user policy overlap over admin user. That time disconnect policy also works on admin user Please suggest.

server Plateform- Server 2012 R2 Workgroup

non-admin user- have applied 1 min disconnect policy user policy
Administrator user- have not applied any policy

issue-Non-admin user knows the other admin right user password. When non-admin user take the admin rights user Remote
session( connect through task manager).1 min disconnect logoff policy automatically applied from non-admin to admin right users.
Please suggest how can user policy prevent to apply one user to another user.

    According to our description, we have applied the disconnect user policy. Have we configured this policy via Group Policy?

    Policy was applied to non-admin users only through MMC. I want to clear more here disconnect user policy has been applied only on the non-admin user, not to administrator rights user. when any non-admin user connects (through task manager) admin rights user(which disconnect policy not applied) session that time non-admin user policy also works on the admin rights user.

    Basically, the admin rights user session never log-off if you disconnect the session. any non-admin connect the administrator session and disconnect his session so the administrator session also log off after the disconnect time limit

    .user working remotely. if need other users session they were connected session through the task manager, they have a password to connect for the other user.

    I am looking for two way fix.
    .is there any way to restrict the non-admin user policy not override the admin rights user? ( in above condition)
    .How can use remote desktop service permission in the workgroup server12 R2? Previously I was done in the server 2008 below way.
