Azure Windows Server File and Folder restore to Windows Workstation

I am running Azure Cloud backup of a WIndows 2012 Standard Server. Backing up only server files and folders. Very small church environment only 1Tb stored to Azure Cloud Backup. In preperation of disaster recovery if the server being backed up is lost, can those files and folders (individually and\or in total) be restored to a standard Windows 10 Desktop machine? If so can you provide links on how to do so?
On my Azure console->Recover Services Vault->Protected Items->Backup Items->Azure Backup Agent->Backup Items I see the successful backup in Azure time date etc. Documentation shows the ability to select a "Restore Icon" on portal. I do not see an icon or any way to restore the backed up files and folders. Am I looking in the wrong location? Is it possile to accomplish a restore from Azure Cloud backup files to a workstation? Do I need something installed on the PC?

    Thanks for reaching out to us!

    You can leverage "restore to an alternate" option. However, backups can't be restored to a target machine that's running an earlier version of the operating system. For example, a backup taken from a Windows 7 computer can be restored on a Windows 7 (or later) computer. A backup taken from a Windows 10 computer can't be restored to a Windows 7 computer.
