I understand that you would like to know how to turn off Azure Bastion and stop deductions.
If you want to disable/stop Bastion, then it is not possible as of today.
Bastion starts charging when the resource gets created. To stop the charge, you will need to delete the resource. Besides the normal hourly pricing based on SKU and instances (scale units), data transfer rates are also charged.
You can use Azure Portal/PowerShell/CLI to delete the Bastion resource.
