I am not granted the sandbox during my learning experience. The error states this "Unable to provision Azure resources".

"You're unable to provision Azure resources." error message
Try signing in with a different account. For security reasons, users with .onmicrosoft.com addresses are prevented from opening the sandbox. You will not see this issue if you log in with your personal Microsoft account.
