I understand that you are trying to replicate VM from VMWare to Azure but its failing with errors 539 and 310146. Also, you tried uninstalling the agent, manually installed, reinstalled the appliance, used a new RSV, used a new VM to replicate, but it's giving the same error.
Uninstall the older version of the mobility service (Control Panel > Programs and Features > Uninstall the ASR Mobility Service)
Reboot the server
Re-try the enable protection operation.
