In this module everytime I try to create an account it takes me to a screen wanting me to create a real account with credit cards, etc.

Unfortunately, not all training modules are set up to have you use a no-charge sandbox to complete an exercise. Instead they will typically let you know that you can sign up for a free Azure account and use that. The free account gives you $200 Azure credit to spend within 30 days, then after that you can continue to use the free tier services for 11 months (total of 12 months). After the 12 months there are several free tier services you can continue to use since they are not time limited. This does require a credit card, and after the first month you need to be careful not to use an option that isn't free.
If you are not ready to create a free Azure account right now, you can get around it with some creativity. Many other learning paths provide sandboxes, and you should be able to use one of those to complete exercises that don't have a sandbox. To make it more convenient you could open a separate tab with sandbox. You can use portal in sandbox as well, not just cli.

Makes sense to you and me. In MS parlance doesn't work. I tried several other portal sessions from the same training module. As soon as I go to the step to create the Account under https://video2.skills-academy.com/en-us/training/modules/describe-features-tools-azure-for-governance-compliance/5-exercise-configure-resource-lock it loops me back to the billing set up. I'm in an endless loop.
Bad news. I tried with one of the sandboxes under AZ-104 and it let me create the storage account as shown in the exercise, however, it wouldn't let me create the Lock so I couldn't continue. The way they have the sandbox configured you don't have the permissions needed to create the lock on the storage account.
For learning purposes I don't think it's a big deal if you want to skip that exercise. The key point is to understand Read-Only vs Delete locks.
As far creating the free account, you have to provide billing information like name, address, credit card, phone, etc. No way around it. Having free account will be handy at some point while you are learning/experimenting. Since the $200 credit is only good for the first 30 days you want to put some thought into when to create your free account. Before you create it, you should make sure you are ready to spend time playing/experimenting/testing different things in Azure so you can really maximize the $200 credit. You don't want to create it, barely use it, and then the $200 credit expires with you only using small amount.
After the first 30 days there is tons of stuff you can still do for free.
