What exactly was done to the system before the new user attempted to login?

The device (Win 10 laptop) has already been enrolled and has been used for several months.
Another user wants to login and they get the following.
The users have the same license (M365 Business Premium) and not aware anything else has changed.
I've wasted half a day on this and made no progress. Any ideas much appreciated.

2020-10-02T02:07:16.743+00:00 @Andrew HUSSEY Agree with Nick, please go to Devices->Enroll Devices->Enrollment Status page and check if "Only show page to devices provisioned by out-of-box experience (OOBE)" is set Yes. As a note, the setting will be seen only when the "Show app and profile configuration progress" is set as Yes.

2020-10-06T10:16:17.447+00:00 It transpires that it worked the following day. I can only assume it takes a while for the licensing changes to take effect but don't know for sure.
I will note the above for future reference though.
