MECM failing to update from 2107 to anything higher

I'm attempting to update MECM from 2107 to the latest release (2211). I tried updating up to 2207 first, but that failed at the step "Install Files". I restored from a snapshot and attempted going straight to 2211 which failed in the same spot. Restoring from snapshot, I then attempted 2111 which also failed in the same spot. CMUpdate log looks the same for all of them. It starts with ERROR: Failed to uncab Auto upgrade scripts. Throughout the install there are a few errors which seem unrelated, like a few objects already existing. Near the end I see this:

Failed to validate version for file E:\Program Files\Microsoft Configuration Manager\CMUStaging\BAD30974-7608-45F6-B2CE-78FB3900E19A\SMSSetup\Client\x64\MMASETUP-AMD64.EXE (e:\program files\microsoft configuration manager\cmuclient\x64\mmasetup-amd64.exe)
Failed to install update files.

Then this:

Failed to apply update changes 0x80004005 CONFIGURATION_MANAGER_UPDATE 12/29/2022 12:52:05 PM 1312 (0x0520)
Error information persisted in the database.
ERROR: Failed to process configuration manager update.

My environment is offline so I use the Service Connection tool. I've tried running it multiple times, even after installing each 2107 Hotfix. At this point I'm a little stumped and I have not been able to find this exact issue posted anywhere else. Any help would be appreciated!

    1, I have down some research on this issue. Please help check the account permission on folder E:\Program Files\Microsoft Configuration Manager\CMUStaging\BAD30974-7608-45F6-B2CE-78FB3900E19A\SMSSetup\Client\x64\MMASETUP-AMD64.EXE (e:\program files\microsoft configuration manager\cmuclient\x64\mmasetup-amd64.exe) who you used to run the upgrade.

    This also is a Prerequisites for Service Connection Point Offline Mode.
    The account you use to run the tool must have:
    • Local administrator permissions on the computer that hosts the service connection point (where the tool is run).
    • Read permissions to the site database.

    2, If this method cannot resolve your problem. Please upload a screenshot about Update Pack Installation States and a full CMUpdate.log, to get Update Pack Installation States screenshot please navigate to Monitoring>Show States.

    I don't have this folder:
    E:\Program Files\Microsoft Configuration Manager\CMUStaging\BAD30974-7608-45F6-B2CE-78FB3900E19A\SMSSetup\Client\x64\MMASETUP-AMD64.EXE

    It ends at E:\Program Files\Microsoft Configuration Manager\CMUStaging\BAD30974-7608-45F6-B2CE-78FB3900E19A, inside this folder is a bunch of folders starting with 00000, inside all of them is a license.EasyUpdate.rtf file and a MetaData.resx file. Nothing else is there.

    I have full R/W access to this: (e:\program files\microsoft configuration manager\cmuclient\x64\mmasetup-amd64.exe)

    I am a local administrator on both the computer and the database. I have tried redownloading the installation package several times. I've attached the requested screen shot and log. I did edit the log so it would meet the upload size requirements and removed/changed my domain name.

    Upon further investigation it seems every .cab file that gets downloaded by the service connection tool gets a 0kb MMASetup-AMD64.exe. I've tried redownloading them from the URLs found in manifest.xml but the result is always the same, 0kb file found at BAD30974-7608-45F6-B2CE-78FB3900E19A\SMSSETUP\CLIENT\X64\MMASetup-AMD64.exe

    hman does not have anything recorded during those times. It stops at the start of the update then resumes once the update fails. The only error I see is after it starts again, it says I do not have SQL Failover configured (true).

    Finally, I found a similar threader, to resolve this problem we need to delete MMASETUP-AMD64.EXE from the DB. I recommended that you finished it under the guidance of MS support engineer. We can open a support case with Microsoft from following link:
