Error Installing Exchange 2016 CU23

When installing CU23 update on Exchange 2016 Standard from CU19, I am getting the error shown below. This completely corrupts Exchange and I have no choice but to recover from a backup. I have tried turning off our AV product completely and re-running the install, same issue. I tried killing all processes in task manager that were safe to kill and running it again, still no luck.
I am at a complete loss on how to get this update installed and know the pain I face when I next try this again. I was offline for many hours last time and when I restore the server all the services return inactive and need to be manually activated again.
The fault appears to occur on the Installing Language Files step and I receive the following error: An unexpected error occurred and a Watson dump is being generated: The process cannot access the file 'C:\ProgramFiles\Microsoft\Exchange Server\V15\Logging\lodctr_backups\InstalledPerfCategories.log' because it is being used by another process.
Has anyone else experienced this problem and does anyone know what I need to do to get past this point safely please?
