Windows Deployment Services can not open port 4011

Hello eveyone, I installed Windows Deployment Services and MDT,but i could't start clients via PXE(UEFI&BIOS). When I check the server log,it shows that:

Error attempting to create a UDP endpoint for the WDSPXE provider on interface x.x.x.x:4011. This may occur if the network interface is disabled or changed, or if some other application is already using the port. The provider will not be able to receive requests on this interface.
Error message: 0x2740

The client also shows PXE-E55.

PS:I installed Microsoft DHCP server on another server and set the option 66 and 67.
