Difference in the Usage and Quotos for same Subscribtion type

In Subscriptions, for a specified subscription name and the corresponding subscription type can you help me with why there is a difference in the Usage + Quotas (under Settings). For same Enterprise Agreement I see for few subscribtions having quotas and for few subscriptions not showing quotas. Why is the difference
For example:
SUBS-Commans - Shows quota - Pay-As-You-Go
SUBS-IOT-PROD - No quotas - Enterprise Agreement
SUBS-IOT-RESE - Shows quota - Enterprise Dev/Test
SUBS-IoT-Syst - Shows one quota - Enterprise Dev/Test
SUBS-IoT-Test - No quotas - Enterprise Agreement
SUBS-O365 - Shows quotas - Enterprise Agreement
SUBS-MEM - Shows quotas - Enterprise Agreement

Yes, subscriptions are active & I am with Owner role and it is happening in both IE and Google chrome.
So could you please guide me further.
