I am trying to accomplish a thing like for a DL in EXO it should be avail from outside my organization, but only for specific domains. For this I tried to do the following:
- allow inside and outside receiving for the DL
- create a mail flow rule which then limits access to a particular list of domains.
But by for whatever reason this flow rule does not apply, no matter what action I define
Any idea what I'm doing wrong. We have several other rules in place which work. But this kind of rule, I have created a second one, do not work for me.
For now this is a simple Distribution List, not an O365 list. But at the end it should apply on a AD-synched mail-enabled security list.

2023-01-16T09:38:50.32+00:00 No there's no progress yet, except that I've opened a support case with MS:
I do not receive an NDR because emails go through. My issue is, that despite the fact that based on the rule I do block emails for this recipient DL, but only accept them if senders domain is a or b, emails from everyone go through. So, no need for a NDR.
Apply this rule if
Includes these words in the recipient's address 'DTO-Test@xxx.de' or 'DTO Test' or 'dto-test@xxx.de' and Is received from 'Outside the organization'
Do the following
reject the message and include the explanation 'Delivery not authorized, message refused' with the status code: '5.7.1'
Except if
sender's address domain portion belongs to any of these domains: 'a.com' or 'b.com'
