Do you have any anti-virus software or policy settings on your computer?
Please try to launch your Visual Studio 2019 in Safe Mode (run devenv /SafeMode in Developer Command Prompt for VS 2019). And check if it runs normally or not.
Besides, please close all running VS instances and rename (or delete) every ComponentModelCache folders under this path: C:\Users[username]\AppData\Local\Microsoft\VisualStudio\16.0_XXXXX. Then, re-run VS as administrator.
