Can an On-Premise Mailbox Deployed Under Full Hybrid Use Outlook for WEB to Access Email as oppose to OWA

Please accept my apologies for asking what I believe is a simple and obvious question that should not be asked.

However, we have a third party analysing a current internal Full Hybrid implementation that we have previously deployed, and I would like to receive some referenceable responses from the Microsoft community to assist.

We have an Exchange Server 2019 on-premises configured in Full Hybrid Mode.

We have chosen not to deploy Full Hybrid Mode for migration purposes and require that the Mailboxes remain on-premise rather than being migrated to O365 / Outlook for Web.

While we fully understand the "Re-Direct" feature, which can be deployed with Full Hybrid Mode Deployment after migration to O365 and allows users to access their Outlook for Web from the same URL from which they previously accessed their On-Premise OWA instance, we have some internal ambiguity about how far this "Re-Direct" feature actually extends.

Is it possible for an On-Premise Mailbox User to view their mail through Outlook for Web rather than the On-Premise instance of OWA using this functionality, or any other feature or deployment configuration without migrating the mailboxes to O365?

To clarify, is it feasible to create a Full Hybrid Deployment so that the Mailbox remains on-premise, rather than in O365, but the user chooses to utilize Outlook for Web rather than OWA?

Again, I apologize for the question's simplicity; nevertheless, as I already stated, I am seeking clarification.
