Viva Insights email open rate not available despite going to over 60 recipients

I recently sent a message to over 60 internal company recipients, that was sent using two distribution lists, each with about 30 individuals each.

I am now trying to access the email Open Rate via Viva Insights, and I receive a message that, "This email doesn't meet the five-recipient minimum for read statistics", despite going to over 60 recipients. Outlook refers to the two recipient groups as "lists", so I don't think it's related to a "modern group" problem.

I know that at least 5 individuals have opened the message, but the stats are not available.

Any ideas on how to correct this?
