I can't activate my sandbox, I always get this error.

What specific steps from Modules are you referring/following?
As per the Task 4, once in the portal, you just need to explore/navigate- through all the services that Azure offers, including resource groups and so on.
From your issue description, my understanding is- as for as, this task 4 is concerned, it doesn't suggest you to create user collaboration. This looks outside the scope of this' specific module.
