CPU spike on one of the server nodes hosting processing biztalk host

I have two server nodes on production env under one biztalk group (bt2016). Oddly almost always one server runs into 100% spike (when flooded with messages - due to a valid business scenario let's assume), whereas the other server hosting the processing host sits idle.

Is there a better way/ setting / or configuration to make the servers share the processing load ? like when server2 is spiked up is there an intelligent way that server 2 doesnt receive more of the load? and instead it is diverted to server 1 in the node?

    Do you have your hosts configured so that you have separate hosts for receiving, processing and sending?
    Do you know which host instance is getting the load?
