iOS not updating to 16.3.1

Hello everyone.
I'm working through an issue I'm having with a supervised device that is not updating to the latest version of iOS.
Specifically, 16.3.1. I tried syncing the device, but unfortunatly that did not resolve the issue. The iPad still does not update.
I see that there is an error an error message on the Policy 0x87d13c33 under iPad Device Configuration.
Any help would be appreciated.
