From your description, I know you have an Intune test environment. To manage in Intune portal, we need use the account with Gload administrator or Intune administer. For standard user, you will get the error you received.
In general, Intune can manage Android, iOS, MacOS and windows devices. Before going on, please ensure it is in the supported operating system list:

Meanwhile, please ensure the MDM authority is set as Intune:

And the user has at least Microsoft Intune license. As a note, for the method with auto-enroll, Azure AD premium license is also needed.
