How do you troubleshoot why a packet capture isn't initializing when the error message is blank? I keep getting a Failed with Error message, but with no error information.

If I understood the question correctly, you are performing a Network Watcher variable packet capture as shown here but it is failing with no error. If this is true, can you please confirm if you have AzureNetworkWatcherExtension installed on your VM? Thank you!
