we cannot send a text message to this number

My another microsoft account has been locked today and the reason is unclear. While trying to unlock, my phone number is asked to send a code. I have tried so many times in so many ways but the only feedback is-

"We cannot send a text message to this number."

No matter the format I try to use, from:

1. only the numbers.
2. number + region (format that regular microsoft account accepted and sent sms).
3. 1. country + region + number.

the error always are the same. I have tried + 3 phones from family members at the house to see if at least one would work, and all of them ends at same error.

Have tried 3 different browsers, installing one from 0 to ensure "clean browser", all of them also on incognito mode, and still the same error.

For reference, see an image of it using my Microsoft account phone number with region code, which was one of the tries I did.

I have seen so many people complaining online regarding same issue. Why microsoft authority isn't taking care of it?

I'm really getting frustrated now.
