OSX Ventura M1 chip - enable kernel extensions on an encrypted disk

Hi my M1 Macbook is enrolled and therefore encrypted.

how do I enable kernel extensions without decrypt the ssd and lose the enrollment status

System Security Utility requires this so I am stuck here.
