Honestly, I don't have shared iOS devices. Based on my research, I find that if there's a passcode compliance policy set, the device will prompt the user to set a new passcode in Settings.
It means that it is needed a passcode compliance policy.
However, compliance policies are not supported in Shared iPads. Based on my understanding, it seems that remove passcode is not supported in shared iPads.
It is just my thinking. It is suggested to create an online support ticket to get more accurate help about this issue. Here is the support link:
