I cannot upload a training set .jsonl file to South Central US - internalFailure: Internal failure.

I am trying to use the cli.FineTune API's and also tried using the Azure OpenAI Studio to load a .jsonl file that contains training data so I can then create a finetuned model. I can't get anything more than internalFailure: Internal failure. error when trying either way to upload the file.
