Even after the OpenAI resource application has been approved, I am still unable to create OpenAI.

I have registered this Azure Free Trial account on 4/2/2023 7:14:50 AM. and have received confirmation email on 4th April.
My ApplicationID 56406.
But the interface for creating OpenAI has not changed, as shown in the following picture.
