Try this. Open back your options dialog box and click on the View tab (the middle one). Towards the top, click on the button "Reset Folder". It does something different than "Restore Defaults" and it just might have what you need. Good luck with it, it fixed mine.
Quick Access missing from Navigation Pane
Hello. I have a laptop with Windows 10 Enterprise version 21H2, OS build 19044.2728.
Quick Access is missing from the Navigation Pane and I have not been able add it.
Quick Access only appears when first opening a File Explorer window, but will not show in the Navigation Pane. This is only place it appears:
This Quick Access view of course disappears once any other folder or library is clicked.
I have tried all combinations of the Folder Options settings listed below:

I have tried this registry setting followed by a Windows Explorer (and computer) restart as listed in several online articles:
I have searched Group Policies, but see no setting that would prevent Quick Access from showing in the Navigation Pane.
None of this has worked.

2024-02-09T17:42:59.3066667+00:00 Same here, we tried all the regular quick fixes, no dice, now one of my IT guys has gone the command prompt way... still no dice, new image, nothing... it has been a pain to fix... also someone told me that MS took that option out in WIN11 is that true? He said the closer you get to the WIN 11 version OS, the more will change to bridge the gap between 10 and 11.
