Suggestion
Use script to change the desktop icon setting and add user's files on the user Desktop. Based on my test the registry on my Windows 10 is
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\HideDesktopIcons\NewStartPanel
{59031a47-3f72-44a7-89c5-5595fe6b30ee} When value is 0, the user folder will display on the desktop. like the administrator foler in the following picture.
For the script, research and find one for Windows 7. You can refer to it:
