GetCampaignsByAccountId is not returning any campaigns

We have managed to authenticate, query the current user, its advertising accounts and also the client/customer data. But trying to obtain the campaigns from the requested account ID and customer ID, just returns an empty list. This is weird as there has to be at least one. The campaign is also shown, when visiting the https://ads.microsoft.com/ frontend with the same user.
We are using the PHP-SDK in V13. Any possible scope has been used, but did not change the output. Our code is copied from the SDK samples and queries any possible campaign type. No SOAP fault, just an empty list. It seems, the problem is located in the account or campaign permission. Can anyone help?
