can not create or delete Azure communication service

Hi All,

I have created an ACS service yesterday which it was okye but today I tried to use the service which somehow it was down and we could not use the service so I tried to delete the ACS and create it again which unfortunately it did not work and no luck to delete the resource, also I tried to delete the Resource group that the ACS was part of that , unfortunately it did not work as well.

btw, I tried to delete the Rg in the CLI, I got below error message

can you please help to figure out what is the issue, this is a roadblock for us!
