Iot hub message quota increasing out of nowhere

Good afternoon,

My IOT HUB message quota is increasing during the day for no reason. Device-to-cloud telemetry is only sent twice a day, one message in the morning and one message in the afternoon. I would like to know if the MQTT keep alive messages are counted in the quota? Because even without D2C and C2D messages the quota is incremented 100 times every 10 minutes or so. Could someone help me about this? I'm using the free tier of HUB IOT. I have around 60 devices connected to the HUB simultaneously. Devices send telemetry to the HUB and an Azure Function receives this telemetry, processes the data and saves it in the database.

PS: I couldn't find any posts or questions about this specific issue.

PS 2: I accept suggestions and tips to improve my iot architecture.

PS 3: From time to time I have problems with the connection failure of the HUB with some devices. I'm not sure if the HUB free tier might contain any performance restrictions.
