Compliancy policy wont work randomly

We have a dynamic group that distributes the windows compliance policy out to our devices. We had two new hires today and they couldn't get anything on their laptop. I looked at the device and it was not compliant (never had this happen right off the bat). I looked at the compliance policy and found that our custom compliance policy that we haven't touched for 2 years wasn't pushed. So i looked at the group that the device is supposed to be in to get the policy and it isn't in the dynamic group.

I then created a static group for the time being to get them working and it still wont push to them. Is there something that I am doing wrong? We haven't had this issue before. The device is aad joined and nothing has pushed down because that dynamic group controls alot. How comes the static group wont even push the compliance policy?

We are on the GCCH environment. Was/is there some sort of outage that I haven't seen?

    1.Do these two new devices have a network?

    2.Please check the last check-in time of these two new devices.

    3.Please drill down the not compliant device for more details.

    4.Please show the screen shot of the settings under Devices > Compliance policies > Compliance policy settings.
