Starting from Windows Server 2016, we have Windows Defender included by default that replace SCEP client, so, we do not need to install SCEP on Server 2019.
But you could check the Event Viewer: The error message "The service could not be started" suggests that there may be an issue with the service. Check the Event Viewer for any related errors or warnings that can provide more details on the issue.
Verify that all dependencies are met: SCEP has dependencies on other services, such as IIS and Remote Procedure Call (RPC). Ensure that these services are running and that all necessary components are installed.
