I got this answer from Intune support:

To renew the VPP token in Intune, please kindly click on the Edit button next to Basics in the token and upload token file, which is downloaded from ABM portal.

You can jump to the token list here (make sure the Apple VPP Tokens tab is selected).Invalid token with edit button

@IT Service Thanks for posting in our Q&A.

To clarify this issue, we appreciate your help to collect some information:

1.Is it an iOS device? Is it ADE enrollment device?

2.Did you assign a volume-purchased app to this iOS device? If yes, please check if the VPP token is expired in Tenant Administration > connectors and tokens > Apple VPP tokens in intune portal. If yes, please renew VPP token.

I figured out the issue with my set up. I had added a new VPP token in an effort to "renew" it. I've since discovered that the apps are connected to this token and all the original apps are still tied to the old, expired, one. So, the new token has added all the apps into Intune (Device Manager) with the new token associated. As the account used to create the original token has been deactivated, I am now going through all the apps, assigning them to the proper groups, and deleting the old ones. TT.TT
