@Matt Starczak, Thanks for posting in Q&A. From your description, it seems the device get the Microsoft Wireless Display app from SCCM can't install the apps from Intune.
To troubleshoot the issue, please collect the following information:
- Were the affected device co-management? What are the workloads now? On Intune or still on SCCM?

- How did we configure the detection rule? Can it detect between old version and new version?
- If we manually remove the old version of the Microsoft Wireless Display app from the affected device, will the app from Intune installed on the device.
