Cannot establish BGP peering with on prem / Palo alto 5250

I have a cx that cant establish BGP peering with On-prem. The circuit is provisioned and status enabled. Provider status is enabled.

The On-prem peer can ping the azure peer. But On-prem and azure are not exchanging routes.

They are trying to set up private peering.

On-premises resource IPv4 address - 169.254.14.1/32

Have you seen this issue before and what is the fix for this?

    I suspect this is happening because the OnPrem is using an APIPA IP 169.254.14.1/32

    Can you try using a different subnet range other than APIPA?
