What are you trying to deploy exactly? It looks like you are trying to deploy Cloud Services (classic), which will be retiring soon. Please see this article: https://azure.microsoft.com/en-gb/updates/cloud-services-retirement-announcement/?cdn=disable
As mentioned in your error message as well as shared by Richard in the answer above,
"Instead of creating Cloud Services (classic), you should now create Cloud Services (extended support) using Azure Resource Manager. Learn more at - https://aka.ms/cloudservicesretirement
Cloud Services (classic) is now deprecated for new customers and will be retired on August 31st, 2024 for all customers. New deployments should use the new Azure Resource Manager based deployment model Azure Cloud Services (extended support).

I know this is an old thread but I'm having the same problem. I am trying to migrate to the extended support but in order to do that, as I have an application from before 2018 that is not within a vnet the suggestion from azure documentation was to upload deployment to staging and then swap with production. I did that but when trying to in place migration I got an error that the size "small" of the vm is deprecated. I updated the file to the new naming convention with vmsize="Standard_A1" but I'm not getting a deployment error. It doesn't matter if I upload it with the previous settings or the updated ones. The deployment fails anyway and there's no information provided why
