Azure Cloud Connect Upgrade Failure

Attempting to upgrade my Azure from 1GIG to 2GIG but getting this error message:
Provider has locked circuit to 1GIG and cannot increase it.
Provider stated that they require the customer to complete the upgrade first with Azure in order to provision the new 2GIG connection with their partner.

I understand that you are unable to upgrade your Azure ExpressRoute circuit from 1GIG to 2GIG and getting the following error "Provider has locked circuit to 1GIG and cannot increase it".
From the error message, it seems the issue is from the provider end. If the issue is from Microsoft side, you should receive an error as "Insufficient capacity for physical connection".

Could you please confirm if you are only trying to upgrade the bandwidth or changing the plan?
Also, if possible, please share a screenshot of the error message for reference.
