Microsoft Viva learning - LMS for employee

Please advise to the best of your knowledge.
Our company has a different training system, but we are looking for something new that can work with Microsoft SharePoint.
We are looking at the Viva learning system. But there are a few questions that we need to figure out first to proceed.
We need a new system that stores the information (Document /Revision/person that was trained / Date) when is trained on a document, which documents are allocated to which department and employees, and when the training has to be renewed (this would then be the competence matrix).
Also, it should show us:
- Employees that have not been training
2.When training is overdue
3.What a new employee in a department needs to be trained on
So, does viva learning gives such opportunities?
