    try these steps: (I assume you use Intune for device management)

    1. Delete existing update ring and re-create it with defer update for a few days. Don't configure feature updates at all, set it to 0. Sync settings, restart, try to scan again.
    2. Turn off driver updates in Ring policy. Also try to find a settings from Windows Update for Business setting catalog now allowing updating anything else than Windows itself.
    3. Turn off Antivirus temperary if you use 3rd party solution for it.
    4. Start to deleting temporary content and cache of updates stored in SoftwareDistribution folder. I am sure you can find from google, how to empty the cache causet by Windows Update Agent.
