Not getting 'Apple Two step authentication' window while adding a new apple developer account-Xamarin

I am trying to add a new apple developer account in my visual studio.I am getting a dialogue box after entering the login credentials.But no devices are listed or my phone number is not showing here to send a verification OTP.How can I proceed with this?
