This is a complicated process as the Azure CN is not connected to other Regions so might be a different way around this, for this you will need to request a support from Azure Service and Vianet21 as they manage in China. If you have support contract please raise a request for technical assistance - https://support.azure.cn/zh-cn/support/contact/ Translate to English.
Contacting Azure Support over the phone will not speed up the processing of your request and you will get a much better and faster experience by submitting support requests online. If you cannot submit a request online, please call 21V service hotline: 400-089-0365.
