The document: Hardware and Software Requirements for BizTalk Server 2016 do only mention Visual Studio 2015, and looks like even Visual Studio 2017 isn’t compatible with BizTalk Server 2016, based on this thread: VS 2017 Biztalk Project templates install?
You may kindly wait for the confirmation from BizTalk Server team or try to open a support ticket here: Contact us(click "Show expanded list of products" => select BizTalk Server) to double confirm this.
