"You're not set up to use this feature" - Problem /w calling inbound and outbound

All licensed phone users from our organization receive the voice-error-message when trying to start a pstn-call:

"You're not set up to use this feature, please contact your admin"

We do not see, where there is something wrong in our configuration. Also we believe, that we did follow all the necessary steps from Microsoft (Learn resp. FAQ).

Are you able to help us?

Emergency-Locations have been set. Phone-Numbers have been assigned to all relevant users.

The users are licensed as follows:

  • Microsoft 365 Business Premium
  • Microsoft Teams Phone Standard
  • Microsoft Teams Calling plan pay-as-you-go (country zone 2) (we're located in cologne, Germany)

    Please strictly follow the steps in this document to configure users, such as emergency locations and assigning numbers to users.

    As you said, you have successfully configured the user but still encounter this problem. This may be caused by Teams not syncing successfully. Teams may take several hours to complete the sync.

    If the problem persists after a few hours, please try reconfiguring.
