Why can I not install this extension VS2022?

Hello, Please see the attached log. Install fails and then the extension in VS shows as installed but VS complains that it cannot handle a .vdproj installer project.

    Welcome to Microsoft Q&A forum.

    Please try to repair VS from VS Installer > More > Repair, uninstall the extension from VS > Extensions > Manage Extensions, navigate to C:\Program Files\Microsoft Visual Studio\2022\Community\Common7\IDE\PublicAssemblies folder, check if Microsoft.VisualStudio.DeployWizard.dll file exists. If it exists, please try to remove it(back up it first, just in case). After that reinstall the extension from VS > Extensions > Manage Extensions.

    Besides, Is there any limit on your machine, like antivirus, proxy, policy group, Windows Update, permission limit or other limits?

    Thank you for that suggestion. I have done that, with no improvement. I have also uninstalled, used the cleanup tool, reinstalled. I have even tried uninstalling and manually hunted for any folders I could find that had anything to do with VS (%APPDATA%, %PROGRAMDATA%, etc.) and deleted them. As well, I have hunted through the registry and deleted any keys I could find. Then I reinstalled. Still the issue persists. I have filed a bug report with MS and haven't heard anything back yet. At this point the only option I am seeing is an OS reinstall. I really am at my wit's end. As to limits, the only AV I am using is Windows Defender. It's my home PC so I have never explicitly done anything with group policy, etc. There is no proxy. I have tried downloading and scanning for viruses with Malwarebytes and Sophos. None were found. And here is a fun one. I even drew up a Hyper-V instance of a new machine with a new Windows 11 install, installed a new copy of VS2022 inside that instance. That new copy of VS also displayed the same issue. I also considered possible failing hardware as an issue. But nothing on the rest of the system is having any issues.
